Comment #25Jail, as far as I understand it, it’s either one of two things, depending on whether it’s binding or non-binding.
The former would have the ability to adjudicate on a matter of disagreement between two parties, which would either lead to one party conceding defeat based on the judgement presented by the Chair or would be the basis of a further legal procedure, ie prosecution in civil or criminal courts.
The latter is a glorified taking shop with the Chair being a kind of mediator trying to find resolution by consent or compromise.
I doubt we’ll know which of these it will be, but I believe the rules of engagement are drawn up in advance. This negotiation could take a while in itself, but once it starts rolling it should be done in a matter of weeks.
I may be wrong on a couple of counts, I’m no lawyer as I said, it’s just how I understand it.
